(Tasmanian Department of Justice, 2013: 30)

In Tasmania, taking a more proactive approach has arisen following several years of unscheduled staff absences and moderate rates of staff leave and worker’s compensation claims in both the TPS and Community Corrections. It has reportedly cost the department millions of dollars each year, however, a total costing has not been publicly released (ABC News, 2009, 2013). In 2013, a Tasmanian Upper House Parliamentary inquiry released a final report following investigation into the determinants of employee absenteeism in Corrective Services, suggesting that there are signs ‘the culture is changing’ (ABC News, 2013). The effects of these issues are multi-faceted; they are experienced differently by fellow practitioners not on leave and by offenders whose service provision is affected by individual instances as well as systemic issues of staff absences. Again, patterns of staff absences through moderately high rates of sick leave and stress leave in criminal justice is not an issue that is unique to Tasmania. The prevalence of these issues and their management continue to feature in discourses about probation and prison services and, more widely about helping professionals working in health and social care, in other jurisdictions (Harris, 2015; Dudman et al., 2015; Selous, 2015).
